supurisingly this is a skill thats better than an elite. its better than quick shot because it goes 3 times faster and it cant be evaded or blocked. sure it costs more energy and it takes longer to reload, but i think this spell is definitely worth getting

I think you're entirely missing the point of Quick Shot...
That said, Called can be handy when combined with a DoT prep like MA or Apply Poison, especially against other rangers.

Yes, if you JUST look like that arrow shot..Called shot looks better than Quickshot.
BUT
Quickshot is prefered better. You can use Quickshot EVERY shot til you run out of energy if you so wish (good for spamming things like apply poison on every enemy).
Called shot has to "cooldown" after it is used, meaning after the faster shot..you will have to throw some slower shots before Called is recharged..not that great if you are trying to quickly poison their team with apply poison or spam Melandru's arrow on everyone.

Called Shot makes the arrow move faster. Quick Shot make you fire faster.

That is true.
And that does give a large speed advantage (comparitively..) over just moving the arrow 3 times faster.
But the fact remains that people would not waste their elite slot if Called Shot was made an insta-recharge (1 second) like Quickshot. A non-elite that is just marginally less effective than an elite - has the same energy and cooldown - plus cannot be blocked or evaded...........

Both Called Shot and Quick Shot do damage determined by your bow with nothing added. In other words, yes, its the same damage as a non-skill initiated bow shot.
Called Shot has the added bonus over the faster arrow speed of cutting through evade/block stances. Only 3 different bow attacks can do this - Crippling Shot (which is elite so not many like to use it), Precision Shot (which is easily interrupted, which makes it impractical unless using an evasion stance or Mantra of Resolve), and Called Shot. Despite not having any condition or damage bonuses, it has its merits. Need to hit that mesmer who is spamming Distortion? Prep up an arrow and hit Called Shot. Mo/W using Bonetti's Defense? Called Shot. Is there a caster strafing and avoiding all of your bow attacks? Called Shot doesn't miss, the arrow moves too fast.
With a 3 second recharge, you can use it every other attack (or every bow attack if you're using Serpent's Quickness) and boast incredible accuracy. Not one of my attacks of choice, but it has its place.

Called shot is great for those stance tanks, those prot monks spamming Aegis/Guardian, that Ranger with Whirling Def/Lightning Reflex, etc. Get that condition in there. Not the best shot for a Ranger, but it has it's uses.

LOL it seems that your question was never answered. So I'll answer it for you. It does not change anything about the damage yourdealing. It's like a normal shot but it just can't be blocked or evaded. That's all to it.
